The law on compensation for destroyed housing due to the war was adopted in the second reading by the Verkhovna Rada on February 23.
The parliament supported in general the law No. 7198 on the creation of a state register of property damaged and destroyed by the war and the procedure for compensation for it from the state. In the Rada, there were 275 votes in support of this bill as a whole, People’s Deputy Yaroslav Zheleznyak said on his social networks.
His colleague Oleksiy Goncharenko wrote that by the second reading the bill received an interesting element – the possibility of providing compensation for the destroyed property by issuing a “housing certificate”.
Compensations will be provided for destroyed or damaged property from February 24, 2022.
The right to compensation will be given to individuals – citizens of Ukraine, who are the owners of property.
The law is valid for three years after the termination or cancellation of martial law in the territory where such an object is located.
The law will not apply to facilities that were in the temporarily occupied territory on the date of the introduction of martial law.
Persons from the sanctions lists with a criminal record for committing crimes against the foundations of national security and their heirs cannot receive compensation.
Sources of financing compensation for damaged and destroyed property will be:

funds of the state and local budgets;

funds of international financial organizations, other creditors and investors;
-
international technical and/or repayable or non-refundable financial assistance;
-
reparations or other penalties from the Russian Federation;
-
other sources not prohibited by the legislation of Ukraine, including local funds established to provide compensation and restore damaged/destroyed (destroyed) real estate objects.
