Russia may launch attacks aimed at disabling Ukraine’s nuclear power plants. This is stated in the report of the Institute for the Study of War (ISW) for February 20.
“On February 19, the Russian Ministry of Defense announced that Ukrainian officials were allegedly planning attacks “under a false flag” on radiation-hazardous facilities in Ukraine. This is alleged “is an attempt to accuse Russian troops of indiscriminate attacks on these facilities in violation of the Nuclear Safety Convention before the 11th emergency special session of the United Nations General Assembly on February 22,” the statement said.
Analysts do not rule out that the Russian Defense Ministry could launch an information operation aimed at creating the conditions for such strikes. This can lead to possible radiation incidents.
It also refers to calls for the Russian military to systematically strike electrical substations located outside Ukrainian nuclear power plants to initiate emergency shutdowns at the stations.

At the same time, previous Russian strikes on critical infrastructure in Ukraine do not indicate that Russian forces are systematically attacking electrical infrastructure specifically related to nuclear power plants.
