The military law enforcement service is conducting an official investigation into the fact of exceeding official powers by military personnel who toppled a man to the ground, trying to hand him a summons.
This was announced on February 14 by the Odessa Regional Center for Acquisition and Social Support.
The incident occurred in Odessa near the Privoz market.
Users write that we are talking about an attempt to serve a summons. Although there are those who claim that the man himself provoked people in uniform.
Natalya Gumenyuk, the speaker of OK Yug, has already responded to the incident. She stated that the information is being checked, and added that users of social networks often perceive domestic detention as serving subpoenas.
Delivery of subpoenas in public places does not contradict Ukrainian legislation. Such methods are connected with the fact that persons liable for military service can be registered in one place and live in another.
I can say that it is not forbidden to serve subpoenas in public places. I’ll be honest: as an example, not all those liable for military service sit at home and wait at the door when someone comes to them and hands them a summons,” said Colonel Sergei Kalugin, head of the Pechersk Territorial Center for Recruitment and Social Support.
He recalled Art. 65 of the Constitution, which states that the protection of the state and territorial integrity is an honorable duty of every citizen of Ukraine, therefore, as he believes, all those liable for military service today should themselves appear at the territorial recruitment and social support centers, provide their data, undergo a medical examination and begin to serve in the ranks of the Armed Forces of Ukraine for fitness.
He once again stressed that the law of Ukraine does not prohibit issuing subpoenas in public places – not everyone is sitting at home and not everyone is following the rules of military registration. A person can be registered in one place and live in another, the colonel stressed.
I don’t think serving subpoenas is a method of punishment,” he added.
