The forced transfer of children to the occupying country “is one of the signs of genocide,” said Dmitry Lubinets.

A member of the European Ombudsman Institute (EIO) illegally transported two Ukrainian children from Austria to Russia. In response, the Commissioner for Human Rights of the Verkhovna Rada, Dmitry Lubinets, announced that he was stepping down as CEO. Additionally, he violently tore up the organization’s membership card. The Ukrainian Ombudsman announced this on his Facebook page on Wednesday, February 8.

“I sent an urgent letter to the members of the European Ombudsman Institute about leaving this association. This step is the result of the fact that two Ukrainian children who are on the territory of the Republic of Austria due to the armed aggression of Russia brought to the territory of the “human rights activist of the European Ombudsman Institute (EIO)” RF.

According to media reports, it was done by Dr. Josef Siegele, Secretary General of ESI, member of the ESI Board and Deputy Ombudsman of Tyrol. Austrian authorities have launched an official investigation into J. Siegele’s actions,” he said.

According to Lubinets, Siegele’s actions are a violation of the Geneva Convention for the Protection of Civilian Persons in Time of War. The Commissioner of the Verkhovna Rada added that the forced transfer of children in this case “is one of the signs of genocide.”

The EIO did not conduct an internal investigation and did not impose sanctions on Siegel, and the president of the organization did not respond to requests from Lubinets, the latter said.

“I turn to fellow members of the Institute to consider the possibility of an immediate departure from the European Ombudsman Institute and condemn the actions of its leadership,” he concluded.

Recall that the international organization Human Rights Watch published a report on the use of anti-personnel mines by Ukraine, and Dmitry Lubinets, Commissioner for Human Rights of the Verkhovna Rada, published a response.

Earlier, HRW noted that the war in Ukraine increased the protection of human rights.
