Almost a year after the start of the Russian invasion, the Ukrainian government seems to have entered a zone of turbulence. The symbolic Minister of Defense Alexei Reznikov is close to 37-year-old Major General Kirilo Budanov, who has been in charge of military intelligence since 2020.
