It was noted that on February 1, the Chairman of the Federation Council of the Russian Federation, Valentina Matvienko, announced that regional elections will be held in the “annexed” territories of Ukraine on September 10, 2023.
Combining the elections on the same voting day, scheduled across Russia, underscores the leadership’s desire to present the territories as an integral part of the Russian Federation, British intelligence said.
The British Ministry of Defense emphasized that the holding of the “elections” followed an ongoing effort to “Russify” the occupied territories, which included reforming education, communications and transportation systems.
“Despite the fact that voters in Russia no longer have a meaningful democratic choice even in regional elections, leaders are likely to put forward the argument that new elections further justify the work,” said intelligence report.
Earlier, British intelligence assessed the Russian Federation’s attempts to integrate the occupied regions of Ukraine.
It was also reported that Russian troops intend to launch a large-scale offensive in the next 10 days to fully capture Donbass.
