The National Commission for State Regulation in the Energy and Communal Services (NEURC) has fined three oblenergos for not following schedules for power outages to consumers. This was reported by the press service of the regulator.
JSC Vinnitsaoblenergo, JSC Chernivtsyoblenergo and PJSC Volynyoblenergo were fined UAH 85,000. The inspections cover the companies’ activities in November – December 2022.
“According to the results of the inspections, it was established that these enterprises violated the requirements of the Law of Ukraine “On the Electricity Market”, the Code of Distribution Systems and did not comply with the Licensing Conditions for Electricity Distribution in rules of violation of schedules for power outages of consumers. In particular, these DSOs distributed the participation of consumers in the events of uneven discharge of the power system (shutdown schedules), without respect the principle of social justice. In addition, they did not inform consumers about power outages, especially through their own websites,” the Commission said in a statement.
NEURC required companies to continue to adhere to fair shutdown schedules, as well as requirements for properly notifying consumers about power outages.
“In addition, for non-compliance with the principle of non-discrimination in the application of reducing shutdowns of electrical energy consumers, the personal responsibility of the heads of the RSO is provided in accordance with the provisions of the Law of Ukraine “In the National Commission for State Regulation in the Spheres of Energy and Public Utilities” and the Code of Ukraine on Administrative Offenses. available capacity in the energy system and takes into account the need to ensure equal access to electricity for all of consumers, NEURC decided to impose an administrative penalty on the heads of the aforementioned licensees in the form of a fine of UAH 1,700.
It was previously reported that NEURC will investigate seven oblenergos due to complaints.
