Madrid’s city council announced on Monday that it is complying with European air quality legislation, a novelty for a capital that has systematically failed to comply with restrictions, costing Spain a European Court of Justice verdict in December.
“The city complies for the first time” with the 2008 European directive “on ambient air quality and a cleaner atmosphere in Europe,” the city council said in a statement, adding: “Madrid finally sighed”.
The city council found that Spain’s capital “had violated the nitrogen dioxide (NO2) thresholds set” by the directive from 2010 to 2021.
The Court of Justice of the European Union (CJEU) at the end of December condemned Spain for non-compliance with air quality legislation in the urban agglomerations of Madrid and Barcelona for several years.
In a decision seen by AFP, the CJEU calculated that the Spanish authorities did not take the necessary steps to make the application of European directives mandatory in both cities between 2010 and 2018.
EUROPEAN COMMISSION PRESSURE
A guilty verdict does not yet entail punishment, but may lead to European Commission ask for a fine if Spain did not take action.
under pressure Brusselscity hall Madrid launched a strict traffic restriction device in the city center in 2018. Since then, the average concentration of nitrogen dioxide has decreased by 22.7%, the municipality said.
NO2 emissions contributed by traffic jams and diesel engines, along with fine particulate matter (PM10), are one of the main causes of air pollution. They are responsible for several thousand premature deaths every year in Spainaccording to the European Environment Agency.
