The President of Ukraine, in a meeting with Biden, proposed a peace plan, Kyiv’s allies are already discussing it.
The President of Ukraine Volodymyr Zelensky presented a specific formula for peace in Washington. The plan is not yet complete, but the Ukrainian head of state’s team is currently working on it. The Office of the President is expected to present its ideas on the first anniversary of the Russian invasion on February 24th.
Zelenskiy’s talk of a peace formula during his visit to the US came after Kyiv’s recent discussion of a 10-point peace plan, The Wall Street Journal reported.
“Amidst all the talk of war and weapons, President Zelensky has hope for negotiations,” the WSJ wrote.
However, according to the newspaper, representatives of Ukraine and its allies said that Kyiv’s negotiating position depends on the situation on the battlefield.
Good start
After Zelensky’s departure, US Secretary of State Anthony Blinken discussed his proposal with his G7 colleagues.
“I can just tell you that we’re looking at what he put forward. We watched a video this morning with our G7 partners. And that’s one of the things we talked about,” Blinken said to CNN.
He also called Zelenskiy’s peace plan “a good start.”
Blinken did not specify how long it would take the US and Ukraine to jointly review the formula, and could not say what boundaries Ukraine would accept under a potential peace plan.
He also did not directly answer the question of whether the reconquest of territories up to the 1991 borders is included in Kyiv’s plans. According to him, Ukraine is now committed to returning the territories in the east and south, which were seized by the Russian Federation after the start of a full-scale invasion in February.
“But it in no way defines where it will go and where it will all stop,” Blinken said, stressing that the decision on what a “just and lasting” world would look like is up to in Ukraine.
National Security Council spokesman John Kirby also confirmed that the parties agreed to consider the plan in a meeting between US President Joe Biden and Zelensky.
“From all our conversations in Ukraine, including yesterday’s conversations between President Biden and President Zelensky, it is clear that our goals are the same: a free and independent, prosperous, democratic Ukraine that shows that the principles of the UN Charter are upheld, including territorial integrity, sovereignty and independence, and this was confirmed by the president yesterday,” he said.
There are disagreements
The Washington Post wrote that during the meeting, Biden and Zelensky already found differences in views on the prospects for war: “Biden remains concerned about not going too far and too fast, out of fear growing up.”
According to the newspaper, the US has three different models of what a negotiated end to the war might look like, each with supporters from the White House.
One scenario is part of the peace plan proposed by Zelensky. This includes the withdrawal of Russia from all the territories of Ukraine, which it has occupied, including the regions of Crimea, Donetsk and Luhansk.
The second scenario provides for the withdrawal of Russian troops from the front line in 2014.
The third scenario includes the withdrawal of troops from the territory of Donbass, but not Crimea.
Zelensky rejected the last two options, the article said. The Ukrainian president insists that peace will come only when the Russian invaders withdraw from all of Ukraine.
One of the officials told the publication that in a personal meeting, Biden asked Zelensky what the peace agreement would look like. At the same time, the American leader emphasized that “at the moment this is a kind of academic discussion,” because there are no signs that Russia is interested in the conversation.
At the same time, the source of the newspaper added that the White House intends to “discuss Zelensky’s views on diplomacy” and that the United States wants Ukraine to be in the “strongest possible position” regarding the negotiations.
RF reaction to the plan
The Kremlin said it had heard statements about Zelensky’s peace plan, which he discussed the previous day in Washington
“We heard Zelensky’s statements about various measures, about a peace plan. But everything that Zelensky said before was said without taking into account the current facts that have developed today and cannot be ignored, “said Vladimir Putin’s press secretary Dmitry Peskov.
He also reiterated that the Russian authorities have no intention of withdrawing troops from Ukraine.
