The time of election is coming for the armies. While preparing the 2023 budget, which should provide for an increase of at least 3 billion euros for defense, the Ministry and the General Staff are working to develop the next Military Programming Law (LPM), which the President of the Republic, Emmanuel Macron; wants to present to parliament early next year. The war in Ukraine and its aftermath has forced the government to accelerate and revise its ambitions, two years before the previous LPM, which was set to expire in 2025, expires.
The effort will never be enough for the armies to catch up with the backlog accumulated over three decades. In 2022, the budget of the armies amounted to 41 billion euros. At the beginning of the summer, Minister Sébastien Lecornu and the chiefs of staff of the various armies took turns to appear before parliamentarians of the new defense committee to give them a worrying picture of the geostrategic situation.
