The Congressional Constitutional Commission, chaired by Fujimori MP Hernando Guerra Garcia, plans to debate the views expressed in bills proposing a half-member renewal of the Legislative Assembly. Having rejected the possibility of early general elections, the working group continues to discuss the reform package for the next elections.
The debate was originally scheduled for this Friday the 24th at 10:00 am. However, regarding time, the parliamentary working group issued a statement saying that the meeting was suspended and that the new date and time was in time.
What is half repair?
The first paragraph of the initiative proposes to amend Articles 90 and 90-A of the Constitutionwhere it is specified that the Congress shall be renewed by half “every two and a half years by means of an electoral process organized in accordance with law”.
The forecast notes that 130 congressmen will be elected during the next electoral process, of which 65 will serve a term of 60 months and the remaining 65 will serve a term of 30 months.”except for the last term of office established by Article 90 of the Constitution.”
The way in which congressmen will be included in the group of those who will serve a 60-month term will be determined depending on the order of the ranks of the votes received by each listin addition to the number of seats in each constituency: “Thus, the candidates with the highest number of votes will receive seats for a term of 60 months, and the candidates with the lowest number of votes will have seats for a term of 30 months. .”

Nevertheless, members of this last group will be able to apply again to complete the remaining time.
Presidential and vice presidential candidates may apply to Congress.
Another point of this initiative is to provide candidates who do not win the next election with the opportunity to run for Congress.
“There is a causal relationship regarding the possibility of nominating candidates for the Presidency of the Republic in Parliament, since Parliamentary factions and leaders who are not part of the official faction will be strengthenedallowing the public space to carry out parliamentary functions, with particular emphasis on the actions of political control,” the forecast says.
