Federico Llaque MoyaPresident of the National Penitentiary Institute (INPE), appeared this morning, Friday, in front of Control Commission Congress to testify on the circumstances in which former President Pedro Castillo was interviewed by a Spanish magazine Bouncewhich was published last Tuesday.
“If any means of communication wants to interview a person deprived of liberty, they ask us for permission, our public relations department evaluates it, makes a recommendation, and the authorities allow or deny permission (…) Our department of public relations the public accompanies the interviewer and takes the interview. There is a request mechanism,” he said.
In this sense, the president INPE indicated that the said Spanish media “never” approached his institution with a request to conduct the above-mentioned interview.
“The institution has a directive governing the conduct of the interview. In this case, they didn’t ask for it. Usually the institution does not accept applications of this type, they are evaluated, some of them are authorized. But in this case, we had no request, much less authorization,” he said.
“When magazine BounceWe have never had a request of this kind, and in my opinion, I would not authorize it,” he added.
Similarly, he pointed out that what was written by said medium “is part of a fantasy” because the author of the interview, according to him, did not have access to the cell occupied by the former president in the Barbadillo prison.
“We deny that there was a meeting with any journalist. If the interview was done in some other way, then this is a matter of investigation, ”he emphasized in front of the Chairman of the Control Commission. Hector Ventura.
Pedro Castillo could be sanctioned
In addition, the president INPE pointed out that the former head of state could be subject to sanctions for giving an interview magazine Bounce.
“Depending on the offense (…), whether it is minor or serious, the Prison Technical Council, after listening to the prisoner, will make a decision that can range from a reprimand to a suspension of communication, which entails the suspension of visits for certain days,” he explained.
Llaque Moya noted that Pedro Castillo is already involved in the investigation into the alleged violation of Inpe’s rules, making a “political statement”.
“It is forbidden to make political statements, for this reason, a disciplinary process has been launched against Castillo. The second one is for the interview,” he said.
On the other hand, the head of Inpe denied that social media posts from the former president’s accounts are “coming out of INPE prison.”
“I guarantee the society that from barbadillo prison These messages don’t come out. The prisoner does not have access to any technological means,” he specified.
Similarly, he stressed that the visits that Pedro Castillo receives are “regulated by law” and that there are restrictions only on those involved in the investigation process that led to the ex-president’s imprisonment.
“Anibal Torres Vazquez You cannot enter the prison, you have not entered, and we guarantee that you will not enter while the court order remains. If any judge restricts entry to other visitors, we will comply with the order. But none of the visitors are allowed to enter the prison,” he explained.
