From mid-December 2022, when the President Dina Boluarte announced – in a message to the nation – the presentation of a project for holding elections before the Congress of the Republic, at least 45 days passed during which Peru experienced Russian roulette, the epicenter of which was the legislature.
When the protests in the streets just started Congress approved the executive branch’s proposal by 93 votes (87 were needed) to reduce the presidential and parliamentary mandate and postpone elections to April 2024. A proposal that has already passed through the Constitutional Commission chaired by Hernando Guerra García de people strength.
After the “truce” for the Christmas and New Year holidays, the street exploded. First it was the south of the country, and then Lima. There were more and more deaths. And the Congress began with unpredictable hesitations, which, before the close of this report and three days after the end of the legislature, left the Peruvians without any concrete proposals for early election. What’s happened?
From one end congressman Jorge Montoya The People’s Renewal stated that “the solution is not in early elections, but in resolving the issue now. And for this, the government must do it. This, and if the President [Dina Boluarte] he can’t, he’s resigning, another one will be appointed.” In addition, he added: “What is happening in Congress, and we must speak clearly, the interests of the electorate. In other words, the interests of the return of those who left and want to take their places, the space of the presidency…”.
On the other hand, the Peru Libre left and their satellites are pushing that any early election project includes a referendum to see if the people want to constituent Assembly.
Is it true that there are interests in Congress and that is why we have unsuccessfully passed 4 plenary sessions, 11 votes and numerous revisions?
Corner 130 showers
“Firstly, we cannot attribute to Congress attitude, attitude, behavior or intent, because there are 130 souls, some are lost, some are in place. We can’t even say that “such a bench thinks so,” because we have already seen that they break down and do not obey party discipline,” says political scientist Fernando Vivas. “This is one of the ills of Peruvian politics: the decay of parties and the individualism of parties, which also do not have a clear horizon,” he adds.
It is clear to Ivan Lanegra, political scientist and secretary general of Transparency, that Congress does not want to reach an agreement on early election. “It so happened that almost all possible options were voted for. And yet the voices are very similar,” he says.
Even decent streetcongressman who left the board of directors CongressHe said there are congressmen who don’t want to leave because their incomes have improved since being elected to parliament. Fernando Vivas is categorical about this theory: “It is true that at least the simple majority that prevents consensus wants to stay because they want to keep their salary, status, prerogatives and the power that congressional status gives them. in Lima, living, including, most likely, people from the regions, in neighborhoods where they do not feel problems and rage, which 40 percent of the country does not feel, living in regions where blockades, protests and other problems already exist impact on their daily lives.
For his part, Ivan Lanegra argued in RPP Noticias that it was not a matter of congressmen changing their vote after majority approval of the original draft election in April 2024.”[Algunos congresistas] even when they held the first vote, they already had in mind the possibility of changing their vote in the second.” For the general secretary of Transparencia, these discussions will appear in the next legislative assembly, where it will need to be approved again by a majority vote. in order to approve the advancement of the elections, being a proposal to change the constitution, but the element that caused the problem was a change in the proposal made at the first revision Hernando Guerra Garcia from strength of the people move from elections in April 2024 to October 2023.
While Dina Boluarte’s government can be accused of wrong approaches, “they will say that it is authoritarian, that it is not handling the crisis well…”, Vivas argues, pointing out that “this government controls the country”. and that it contains errors. “[Sin embargo] In the case of the Congress,” he continues, “I would be talking about something much deeper, about a power that is already much more out of touch with reality than the executive branch. And that he fell into the deep dichotomy of Lima versus the country. A congress where many representatives of the regions cannot even attend their own, and even their property and family members are at risk.”
Is there a solution?
The solutions the experts are considering in order to make viable a project to advance a legislative election that ends on February 10th and another that starts on the 15th of the same month (remember, early elections must be approved in two different legislatures) are confusing and confused. stories and interpretations.
Here is a quote from Cesar Delgado Guembes, ex-official of the Congress and an expert in parliamentary law: “On the decisions of the Congress, in relation to the draft submitted by the executive [el último viernes], what we have in front of us is not only that, because in the meantime we already had the approval of a project that was scheduled for April 2024 to advance the general elections. This draft was approved, reconsiderations were submitted, none of which provided for any changes, so there is still a possibility that a continuation of the process interrupted by the reconsiderations will be requested and that the same issue will be referred to the next legislature which starts February 15th. This is the first option,” he told RPP Noticias.
But there is a second scenario worthy of a tightrope walker. Delgado Guembes continues: “The next option is a project submitted by the executive to advance the elections on the second Sunday of October this year. This project was submitted to the Constitutional Commission, and they understood this, since it concerns the same project, allegedly rejected, this legislative body should not meet, but should be transferred to the next one (…) these are different positions on different issues, alternatives.”
