“In the seventh additional provision of a transitional nature of the Political Constitution of Peru, it will be proposed that all types of rules necessary to carry out these processes be approved by February 28, 2023. This normative intangibility requires that no electoral norm be changed a year before the election. This has already been the subject of other types of rules,” he says.

Salas Arenas presents the position of the National Electoral Jury

The head of the JNE recalls that they raised the issue of postponing the elections to 2023.

“Our position on the elections when we were consulted on the draft, which in turn was presented by the executive branch, which said that the vote would take place in April 2024. We concluded that we were satisfied because he allowed the elections to be held. primaries On the day we spoke in Congress, several people died in Ayacucho as a result of their violent intervention in protests. More people died in the days that followed. The electoral system then met with interference from the heads of ONPE and Reniec, as well as We are raising the possibility of holding elections much faster until they end in December 2023.”, – says the head of JNE.

“The electoral system believes that without 230 days to hold elections, this will not be possible. This calculation should be clear: 230 days,” he adds.

“We consider it necessary, if the elections are postponed to 2023, to suspend the primaries, use an additional list of voters, change the electoral milestones regarding the announcement of the elections, the date of the election day, the entry into office and the term of office of the deputy. elected bodies, regardless of whether they were additional or for five years,” he mentions.

In this case, if in the 2023 election scenario we used an additional register of the last elections, it would be the register of the 2022 regional and municipal elections. October 2, 2021, which means we will use a registry that is one year and four months old,” he notes.

“To draw up a preliminary register, that is, a new register: 25 calendar days. To send the roster to the National Election Jury and check us: one day. For the jury to check us: 10 calendar days. remarks by jury or citizen: 9 days. That is, that Renek will no longer have a registry in 120 days, but in 45 calendar days,” he adds.
