Portugal is once again one of the 10 most LGBT+ countries in Europe

This return to the top 10 comes after an 11th place in 2022. Portugal has been in the top 10 since 2013

One of the most popular tourist destinations for Brazilians, Portugal has risen one position in the European ranking of LGBT+ rights, now reaching 10th place among 49 countries, according to the latest ILGA Europe report. Malta has topped the table since 2016.

This return to the top 10 comes after an 11th place in 2022. Portugal has been in the top ten since 2013 – due to the approval, last year, of the ban on conversion practices, the adoption of regulation of registrations of cancer screening and the recommendation of the National Ethics Council for Life Sciences that the Government regulate altruistic pregnancy, significantly expanding access to the family for male couples.

Despite this rise, Daniela Bento, from the ILGA Portugal Association, highlights that “the country has seen a 185% increase in hate speech on social media and an increase in attacks and invasions of LGBTI+ events and places by ultra-conservative extremist groups” .

Bento warns that “with the growth of the extreme right in Parliament, there is a serious risk of a setback in the rights of LGBTI+ people”. ILGA Portugal also highlights the need to implement specific measures of the Self-Determination Law in schools and create a legal framework that recognizes non-binary gender or ‘third gender’.

Most countries still do not include sexual orientation, gender identity and/or expression and sexual characteristics in their anti-discrimination legal frameworks.
