Even though the romance doesn’t end in marriage in the first film, it happens later in the plot, since in the short film “Tangled Ever After”, from 2012, the audience follows Flynn in the saga to find the best moment to ask Rapunzel to marry him, and at the end of the narrative, it is revealed that the two end up getting married!
