Lima Chamber of Commerce (CCL) asked Congress repeal the highest government decree on liquidation labor outsourcing. This is after the Minister of Economy’s statements about the results of this change.
Since August, DS 001-2022 came into force, which fixes offenses for the use of labor outsourcing in the development of activities included in the profile. It didn’t take long for the position to cause rejection in the business community.
Even indexcopy took a preventive measure in favor of the companies where he ordered National Labor Inspection Authority (Sunafil) which does not require compliance with the decree.
MEF recommends canceling a rule if it doesn’t work
A few days ago he Economics and Finance Minister Kurt Burneo believes that the norm should be abolished if this does not reflect positive results in reducing unemployment and increasing official employment.
Added to this is the Lima Chamber of Commerce. For the institution, it is up to Congress to decide whether to continue this executive order because it “restricts said service to the private sector” and is “clearly unlawful and unreasonable.”
“The government is wrong and has an ideological vision of the problem of labor, as evidenced by Agenda 19, established Ministry of Labor and Employment Promotion (MTPE) and the fact of off-table decision making The International Labour Organization (ILO)”, citing CCL.
In addition, the institution pointed out that the outsourcing of labor in Peru has allowed companies to develop, especially small and medium ones; however, this provision may cause them to go bankrupt or become informal.
Labor outsourcing and its impact on employment
As of December last year, 1031 outsourcing companies, 451 real estate, business and rental companies. Another 121 companies are categorized as utilities, social and personal services such as waste disposal, residual water, sanitation and others.
There are also companies in the field of recreation, cultural events, sports, call centers, as well as 114 companies operating in the field of transport and communications, 89 in the manufacturing sector and 84 belong to the trade sector.
