Ukrenergo’s initiation of tariff increases for transmission of electricity by 273% and for transmission of electricity by 84% caused serious concern among business associations.
Ukrenergo’s decision to increase the tariff for electricity transmission is not sufficiently proven. This was stated by representatives of the Ukrainian National Committee of the International Chamber of Commerce (lCC Ukraine) in an open letter to the head of NEURC Konstantin Ushchapovsky, reports Obozrevatel.
Earlier, Ukrenergo announced an increase in the transmission tariff from 62.13 to 232.03 UAH / MWh, however, according to representatives of lCC Ukraine, the company’s resources are sufficient to maintain the tariff in 2022.
“The expected increase in the total cost is due to the over-planned volume of purchases of auxiliary services by Ukrenergo, which grows from UAH 16.7 billion in 2022 to UAH 66.3 billion of the NEURC project (+ 296%). According to justification, this is due to the increase in the value of replacement reserves ( gas work) from UAH 4.6 to 8.6 billion, but this growth cannot be explained either by the increase in gas prices or in terms of volume of consumption, which has decreased because of the war,” the letter said.
The authors of the letter also noted that the real costs of Ukrenergo for these purposes in 2021 amounted to UAH 5.4 billion, which is 40% less than what is included in the tariff for electricity transmission for 2021.
“That is, there was an underutilization of tariff funds in the amount of UAH 3.6 billion. This money can be used to cover all additional operational and technological management needs. Therefore, until the end of 2022, the tariff for transmission of electricity can remain at the current level of UAH 62.13 / MWh “, – believe the authors of the document.
If the tariff is still growing, then the Ukrainian business will lose UAH 49.6 billion in annual terms, indicate lCC Ukraine. This amount of funds can be used to restore damaged production capacities, logistics routes and investments.
“The removal of these funds from circulation will have extremely negative consequences for the national economy, which has already decreased by 39.3% since the beginning of a mass invasion. With such serious challenges, public policy must help to revive the economy and reduce the tariff burden through optimization,” they stressed. letter writers.
