The decrease in oil exports was explained by damage to two oil loading berths in Russian Novorossiysk. The consortium operates three remote mooring units (TLUs) and in August divers discovered cracks in the hulls of two of these units. CPC turned to their manufacturer, IMODCO, and the ABS classification society that oversees the operation.
It was emphasized that there is no threat to the population, flora and fauna of the Black Sea due to the destruction of berthing devices, the rigor of the equipment is maintained, there are no incidents or accidents with oil spills.
“The company’s shareholders have been notified of the current situation on August 5 and 17, 2022 regarding the defects in buoyancy tanks 1 and 2, respectively. Loading operations at CPC Marine Terminal are temporarily carried out only through of TLU-3. The use of a TLU, currently, will allow fulfilling the requests of shippers in reduced quantities,” the statement said.
It should be noted that problems in the work of the CPC appeared both times after the visit of the President of Kazakhstan, Kasim-Jomart Tokayev, to Russia. In June, he took part in the St. Petersburg International Economic Forum, where he said that his country would not recognize the “LDNR”.
And on July 6, the Primorsky District Court of Novorossiysk suspended the activities of the Caspian Pipeline Consortium for 30 days, allegedly due to violations of the oil spill response plan. CPC filed a court motion to suspend the company’s decision to halt production.
