Due to additional external funding, the Ministry of Defense will allocate the most funds.
The government has prepared a resolution to increase budget spending by UAH 270.2 billion, People’s Deputy Yaroslav Zheleznyak said on Monday, August 8.
The main costs will go to military needs:

Ministry of Defense – UAH 241 billion (of which UAH 145.3 billion for wages),

GUR – 2.2 billion,
-
SBU – 2.4 billion,
-
Department of State Protection – 197 million,
-
foreign intelligence service – 139 million,
-
State Special Communications Service – 425 million.
It is also planned to increase the Reserve Fund of the Ministry of Finance by 715 million rubles.
“Thus, the total expenditure of the 2022 budget will increase to UAH 2,633 billion. 75% (or +1,136 billion) more than planned before the war,” the People’s Deputy noted and added that the source of the increase of expenditure is additional external borrowing.
According to the Ministry of Finance, since the beginning of the war, state budget funding has amounted to 805.3 billion hryvnias, or $26.95 billion. External receipts amounted to $13.87 billion or 51% of the total fund.
The Ministry of Finance also announced a sharp reduction in the state budget deficit – in July it reached UAH 4.8 billion against UAH 134.9 billion in June. Since the beginning of the year, the deficit has reached UAH 412 billion.
