First, the agency signals that State Negotiation Commission recognized two proposals (Dreymoor Fertilizers and MF Fertilizadores) that did not meet criteria that would not guarantee fertilizer quality or delivery times.
The controller warns that the Brazilian company MF Fertilizerswhich participated in the second call to cover the demand for the 2022-2023 agricultural campaign, does not guarantee that the delivery will be made within 35 days.
The agency even claims that the contract for the purchase of urea shows that the 35-day period for the first shipment is conditional on receiving letter of creditthat is, the start of the delivery period will depend on the steps the entity takes with the relevant bank to obtain the letter of credit.
This condition differs from the technical specifications, where the delivery time is calculated from the moment of notification of acceptance of the offer or the intention of the supplier/export. Despite this, the evaluation committee awarded him the highest mark, not noticing that the proposal did not meet the established conditions.
In addition, the controller showed that in the documents submitted to the company MF Fertilizers did not specify a minimum percentage of urea particle size distribution, but the Negotiating Committee found it acceptable.
It is worth noting that the government received a total of 79 proposals for the purchase of fertilizers, from which it chose MF Fertilizers, which offered carbamide at a price of 760 US dollars per ton.
